Monéo, the European electronic portfolio is launched

It is the city of Tours which welcomed today for the first time the European electronic portfolio, "Monéo". It isn't the first of this type -people from Strasbourg already have a mean of payment which is nearly similar, named "Mondex"-, but its difference with others lays on its function of fast recharging.
