Monaco in Europe Council: not sure
The demand to enter the European Council made by the principality after two years of procedure will be examined on Nov. 20 and 21 by the permanent Commission of the parliamentarian assembly of the Council of Europe, in Brussels. Nothing is less sure whereas at the beginning, the adhesion did not seem to cause any problem. A first juridical report made at the beginning of the year 1999 by two judges of the European Court of Human Rights had imposed a condition: the abandon of majority list votes. The national council did not accept that condition, a condition which could cost to the principality its potential seat to the European Council.
